Updated October 2026·Based on GeM’s buyer enrolment terms

Quick answer

Go to gem.gov.in → Login → enter the buyer User ID sent to your official email → CAPTCHA → password/OTP. Buyer accounts are created by your organisation’s primary user (Head of Department).

GeM buyer login – step by step

  1. Open gem.gov.in and click Login.
  2. Enter your buyer User ID, emailed to your official email when your account was created.
  3. Fill the CAPTCHA.
  4. Enter your password or OTP. New secondary users get their first password on their mobile.
  5. You reach the dashboard for your role.

GeM buyer roles

Government buying on GeM is split across roles, so no single person orders, receives and pays.

Creates users

Primary user

HoD, Deputy Secretary level or equivalent. Doesn’t buy.

Orders

Buyer

Direct purchase, L1, bids, RAs.

Receives

Consignee

Confirms receipt and acceptance.

Pays

DDO / PAO

Forwards bill and releases payment.

Secondary users must be Section Officer level or above. Buyer and consignee can be one person; DDO and PAO must be different people. A supervisor (Director/Deputy Secretary level) can be added to watch activity.

How buyer accounts are created

Primary user (HoD)

  • Registers with Employee ID and Aadhaar; GeM fills in details.
  • Needs an official NIC email (gov.in / nic.in). Gmail or Yahoo isn’t allowed.
  • Use a post-based email, so the account survives transfers.
  • A reporting/administrative officer validates the account before activation.

Secondary users

  1. Primary user opens Manage Users.
  2. Adds the officer and assigns a role.
  3. GeM emails the User ID and sends the password to the officer’s mobile.
Transfers: a new primary user enrols their own account. When a secondary user leaves, the primary user deactivates the old ID and creates a new one; no credential handover.

FAQ

Can I register myself as a GeM buyer?

Only the primary user (HoD level) registers directly; other officers get secondary accounts from them.

No. Buyers need an official NIC email.

What is the difference between buyer and consignee?

The buyer orders; the consignee receives and accepts. One person can hold both roles.

Your primary user deactivates it and creates an ID for your successor.
